Starting out: Talk to Arhein on the Catherby docks.

Talk to Arhein at the northern end of the Catherby docks and ask about the duck. A salesman told him it can track ocean currents.

He cannot test it because the councillor will fine him for using non-human workers. Find Councillor Catherine in the council office in north-east Catherby, north of the archery shop.

She hands you form cr-4p because you are not registered as a sailor. Fill it in.

Harry is in the easternmost building in Catherby. Tell him you are here about the mayor and buy a mayoral fishbowl and tiny net for 50 coins.

Fish the Mayor of Catherby out of one of the two aquariums, then show him to Arhein, who fits a mayoral chain.

Take the mayor to Catherine. She insists you review form cr-4p first — give the same answers as before.
If you get an answer wrong she only asks you to redo the incorrect ones, so there is no need to start the form again.

Tell Arhein the by-law is changed. He hands you the duck to test at sea.

Sail east until you find a ripple just west of the Obelisk of Water, and click the current duck while on top of it.

Follow the duck until it reaches the shore where Holgart is, collect it, and report back. You keep both the duck and the mayor.
